On a care farm in Groningen, disabled residents were physically and mentally abused. The violations have remained under the radar for years. How was this possible? It was discovered by Alberto Stegemann and in the new season of “Undercover in the Netherlands” he confronts the perpetrators, which he spoke about in Op1.
No permit is required to start a formal foster farm in the Netherlands, which makes it possible for anyone to start a farm. “If you want to start a care farm with fewer than ten employees, you must report this to the Inspectorate of Health and Youth Welfare, and after that you can start,” says Stegeman.
There are plenty of examples of care farms that are doing well, fortunately. The point is, there is simply no control. What happened here has been happening for years and the inspectorate has never been there to look. From 2007 to 2020.”
We know there are two reports. The inspectorate says they can’t find those signals in their systems. There are also daily reports we’ve seen in which employees describe how their shift went. These daily reports simply describe those violations. The inspectors did not see those daily reports.”
