That sounds like a good start, but if you only print 1,000 DVDs and 1,000 USB sticks and lose them all over the years, you’ll eventually be unable to maintain the game. I think they just need to come up with something (not just Xbox, but just all developers and publishers) that makes games infinitely downloadable/purchasable/playable. That once a game’s license expires (which usually makes the game no longer available) it becomes free for everyone. And that there are “penalties” for multiplayer only games with no play/offline mode, so publishers like Ubisoft think twice before making a game as good as The Crew offline and unplayable.
Every game can be made offline, now I understand that a game like Rainbow Six Siege is no fun against bots, but a LAN option would be pretty cool. And for games like Diablo IV, there are no battle pass rewards that aren’t necessary in a regular “single player” game.
So saving in games is very difficult, but not impossible, and just thinking about DVDs and USBs, for example, is not the solution unfortunately. There have to be many solutions, and I think GOG also does very well, for example, with the Alpha Protocol, which they were able to restore. But yes, if GOG goes bankrupt, Alpha Protocol will still be missing for new players.
