Russia
NATO was founded with the goal of uniting countries in the war against the Soviet Union after World War II. So it makes no sense for Russia, as the “successor” of the USSR, to join NATO at all. After that, in principle, NATO will not be needed.
NATO has now evolved into more than an “anti-Russian club”. However, the Russians do not want countries in their sphere of influence to join the organization. Partly because of this, countries like Armenia, Azerbaijan, Belarus, Georgia and Moldova are also not members.
