According to the South Korean business newspaper, these countries were chosen because there are enough game developers active there, but also because the company already has enough activities of its own there.

Korea Economic Daily editors believe Samsung is already working with Epic Games, Krafton, NCSoft, Nexon, Smilegate, Kakao Games, and Pearl Abyss. It is not clear whether this list of game developers is correct, as the company has not yet officially announced the rumors.
