The municipality wants to change the housing rules, and Amsterdam residents can have their say from Monday

The municipality plans to amend a large number of housing rules in the city. For example, it should become easier for Amsterdam residents to swap homes for holidays, and house-sharing rules will be relaxed. The intention is that the new rules will apply from the new year. Residents will have time from Monday to July 15 to submit their response to the proposals.

It should also become easier for Amsterdam residents to look after someone in their home for a longer period of time, for example when they are away training or studying.

The municipality wants Amsterdam residents with an owner-occupied home or a private rented home to do this a maximum of once a year for 3 to 6 months. As for rental properties owned by companies, the reduction is once every five years.

Home exchange and licensing requirements

The municipality also wants to facilitate the process of exchanging houses without asking for anything in return for tourism purposes. This means that Amsterdam residents will not have to apply for a permit or registration number from the municipality. Other rules regarding vacation rentals will also end. If a resident exchanges money or points with a temporary renter, the home exchange falls within the holiday rental rules.

In addition, the municipality wants to test whether middle-income families would live adequately: in an average-priced rented house. This includes homes with a rental price of €879.66 to €1,165.81. The so-called housing permit can be used to check whether a family that will live in an average-priced rented house actually has an average income.

Residence permit in brief:

Under the Accessible Rental Act, the maximum rent will apply to medium-priced rental properties, with a rental price ranging from €879.66 to €1,165.81 (2024 price level). The council wants these homes to be rented to middle-income families. This is why the council wants to introduce a housing permit for medium-priced rental properties. Through the housing permit, the council checks whether an average-income family will actually live in an average-priced rented home.

The median income is an income of up to €75,362 per year for single-person households and up to €82,921 per year for multi-person households.

Home participants

Things are also changing for Amsterdam residents who want to share a home. Relaxations should ensure that it becomes easier to share the home with others. In this way, more places to live are created in the city.

In short, the municipality wants to lower the thresholds for housing and landlord renting. In this type of living, the main resident shares his home with another family. No permit is required for this purpose. The current rule is that a resident must live in one place for two years before someone is allowed to live in the home. The new rule would shorten this period to one year.

“The individual can also provide housing to the couple immediately, without having to wait a while.”

Municipality of Amsterdam

The rule of living in a home for one year before you can share it with another household has been completely abolished for married couples and couples with a registered partnership. “They do not have to wait at all before they can let someone live in them. On the contrary, there is an advantage: one person can also provide housing to the couple immediately, without having to wait for a while,” the municipality states.

In addition, the municipality wants to allow two families to be occupied if it is a family up to the fourth degree or for informal care. Currently a maximum of one resident household is allowed.

Finally, homeowner participants will be given more flexibility in converting one home into three independent homes. This way, more people can share the house. The number of applications will increase by 2 percent: an average of 55 additional permits will become available per district and about 6,000 permits in the entire city.

sharing

Therefore, Amsterdam residents will have until July 15 to express their opinion Suggestions. Responses to the consultation are then included in the response note. The applicant will then be notified of this.

A municipal spokesperson said: “Any amended proposals and the response memorandum will then be sent to the municipal council, which will then make a final decision. The new housing regulations will apply from 1 January 2025.”
